dzisiaj smog otaczający emisje spalin zaczyna się rozpraszać dzięki
wprowadzeniu indeksu AIR Index:
międzynarodowego, niezależnego i standaryzowanego systemu oceny emisji, który
precyzyjne ujawnia, ile zanieczyszczeń wytwarza pojazd podczas jazdy po
mieście.
Spadek sprzedaży samochodów z silnikami
wysokoprężnymi pokazuje, że po tzw. aferze Dieselgate nabywcy na całym
świecie są zdezorientowani w kwestii emisji ze spalania benzyny
i oleju napędowego, jednak do tej pory dysponowali oni jedynie
informacjami z testów przeprowadzanych przez producentów samochodów,
którym wyraźnie nie ufają.
AIR
Index utworzono, aby udostępnić
nabywcom pojazdów i twórcom polityki miejskiej prawdziwe dane
o emisji spalin, przydatne podczas podejmowania decyzji dotyczących zakupu
i użytkowania samochodów. Oznaczone kolorami poziomy A–E w prosty
sposób pokazują różnicę między pojazdami ekologicznymi a nieekologicznymi.
Mieszkańcy wielu europejskich obszarów
miejskich są narażeni na stężenie zanieczyszczeń powietrza przekraczające normy
jakości powietrza określone w dyrektywie w sprawie jakości powietrza
z roku 20161. Twórcy polityki miejskiej muszą działać szybko,
a zarazem sprawiedliwie, żeby ograniczyć emisje NOx
i poprawić jakość powietrza, którym oddychamy i upewnić się, że na
nasze ulice wyjadą wyłącznie pojazdy najczystsze pod względem rzeczywistych
emisji.
Wdrożenie indeksu AIR Index umożliwia konsumentom i twórcom polityki
podejmowanie efektywnych decyzji dotyczących wyboru samochodów poprzez dostęp
do godnych zaufania, niezależnych danych. AIR Index pokazuje „na pierwszy rzut
oka”, jak czyste są emisje z rury wydechowej samochodu, umożliwiając
porównanie z innymi pojazdami w oparciu o zweryfikowane testy
pojazdów w warunkach drogowych przeprowadzone według najnowszej
metodologii CWA 17379.
Inspiracją indeksu AIR Index jest NCAP, niezależny system oceny bezpieczeństwa
pojazdów opracowany w USA w latach 70. XX wieku, który stał się
standardem branżowym w UE i na całym świecie. Program ten sprawił, że
producenci samochodów musieli przyjąć na siebie odpowiedzialność za wyniki
w zakresie bezpieczeństwa, co z kolei doprowadziło do dobrowolnego
stosowanie technologii wytwarzania bezpieczniejszych pojazdów.
Massimo Fedeli, współzałożyciel i dyrektor operacyjny AIR, mówi:
– AIR Index oznacza przełom.
Przedstawia on łatwe do zrozumienia na pierwszy rzut oka informacje
o rzeczywistych emisjach spalin podczas jazdy w mieście. Gromadzi

europejskiej standaryzacji indeksu AIR Index poprzez
umowę roboczą CEN. Po raz pierwszy możliwe jest porównywanie pojazdów dzięki
ustaleniu rygorystycznych, a zarazem sprawiedliwych kryteriów testów
przeprowadzanych na drodze, w rzeczywistych warunkach jazdy. Ten sam
standaryzowany test stosowany jest dla każdego typu pojazdu.
Po raz
pierwszy twórcy polityki są w stanie polepszyć jakość powietrza
w miastach, wykorzystując AIR
Index do kontrolowania dostępu pojazdów, nie
obciążając niesprawiedliwie konsumentów, kiedy kupiony przez nich w dobrej
wierze pojazd okazuje się wytwarzać więcej zanieczyszczeń na drodze, niż
oczekiwali.
Nick Molden, współzałożyciel AIR, mówi: – Przejrzyste publikowanie niezależnych wyników testów emisji w warunkach drogowych to najskuteczniejszy sposób polepszania jakości powietrza. AIR Index rozwiewa wątpliwości nabywców samochodów i twórców polityki dotyczące emisji ze spalania benzyny i oleju napędowego oraz procedur testowych. Nasze testy wykraczają poza obecne testy homologacji samochodów WLTP (światowa zharmonizowana procedura badania pojazdów lekkich) i RDE (emisje w rzeczywistych warunkach drogowych). WLTP to krok we właściwym kierunku, ale nadal opiera się on na testach prowadzonych w laboratoriach i nie w pełni niezależnych. Pakiet RDE wprowadzony został za późno, by rozwiązać problem bardzo wysokich emisji NOx z poruszających się po miastach pojazdów z silnikami wysokoprężnymi.
Nasze testy wykazały, że wiele najnowszych
samochodów Euro 6 nadal wytwarza dużo więcej NOx
na drodze niż podczas testów laboratoryjnych prowadzonych na cele homologacji.
Nasze testy wykazały również, że niektóre samochody z silnikami
wysokoprężnymi są bardziej ekologiczne od benzynowych, zaś niektóre starsze
samochody bardziej ekologiczne od nowych. Nowe samochody z silnikami
wysokoprężnymi już ulegają zmianom; wierzymy, że AIR Index może przyspieszyć te zmiany, zmuszając producentów
samochodów i twórców polityki do wspólnej pracy nad polepszeniem jakości
powietrza w naszych miastach.
Dan Carder, dyrektor Centrum Alternatywnych Paliw, Silników i Emisji na Uniwersytecie West Virginia*, mówi:– Gdyby AIR Index wprowadzono 15 lat temu, prawdopodobnie nie doszłoby do afery Dieselgate. Do momentu niedawnego wprowadzenia indeksu AIR Index debata o jakości powietrza pozbawiona była obiektywnych, niezależnych i publicznie dostępnych danych dotyczących rzeczywistych emisji NOx z pojazdów w rzeczywistych warunkach jazdy w otoczeniu miejskim.

Pojazdy oceniane na potrzeby indeksu AIR
Index są testowane zgodnie ze standaryzowaną metodologią CWA 17379,
dzięki czemu wyniki są niezależne, porównywalne i mogą stanowić podstawę
regulacji prawnych i polityki dotyczącej pojazdów.
Testy prowadzone są na co najmniej dwóch samochodach, uzyskanych w niezależny sposób od producentów pojazdów, z wykorzystaniem mobilnych urządzeń do pomiaru emisji (PEMS), zapisujących wartości w rzeczywistych warunkach jazdy po drogach miejskich. Wynik może być uwzględniony w indeksie AIR Index, jeżeli odbyto co najmniej pięć osobnych 10-kilometrowych podróży w co najmniej dwóch pojazdach podobnego typu, zgodnie z normą CEN.
Wyniki testów stanowią podstawę do oceny
pojazdu w kodowanej kolorystycznie skali od A do E.
Witryna AIR Index zawiera ponad 200 wyników

Inne miasta europejskie rozważają wprowadzenie
podobnego progu kontroli dostępu i wpuszczanie jedynie najczystszych
samochodów. Nabywcy samochodów powinni rozważyć kwestię wartości odsprzedaży
pojazdu oraz ewentualne konsekwencje niemożności wjechania do miasta
o kontrolowanym poziomie emisji spalin.

Historia
procedur testowych AIR Index
Firma Emissions Analytics (EA), założona przez Nicka Molden
(współzałożyciela AIR), była pionierem metodologii testowania emisji
w warunkach drogowych przy pomocy mobilnych urządzeń do pomiaru emisji
(PEMS). Doświadczenie i wiedza z ponad 2000 testów przeprowadzonych
przez EA pomogły w opracowaniu protokołu CWA 17379, stanowiącego podstawę AIR
Index.
Firma Emissions Analytics udzieliła licencji na wykorzystanie
swoich danych, w tym indeksu EQUA, w bazie indeksu AIR Index,
